The concept of a regional longterm sustainable material management is a new challenge for a company management that takes into consideration environmental aspects. The company should examine its contribution to the region in regard to material and energy flows and it should produce a permanently high net product with a minimal damage to the environment.
The present feasibility study analyses the possibilities of examining and presenting material and energy aspects of the interaction between the power plant and the region.

A method has been worked out to establish an overall system called Power Plant and its Periphery which combines the thermal power plant Voitsberg 3, the supplying coal mine Oberdorf, and the ash duping site Karlschacht 2.

One goal of this study was therefore, to find a way of combining the different steps "mining", "power plant" and "ash dumping" to an overall system considering both qualitative and quantitative aspects. Another goal of the present feasibility study was to develop methods to consider the impacts of the power plant and its periphery to the environment and the use of resources. For this purpose the region is analysed from two different points of view:

- the region defined by the "product", its size is defined by the number of inhabitants the power plant supplies with the product "electricity".

- the region defined by the area, in which the specific impacts of the power plant on air, water, soil etc. have to be examined; its size will therefore vary considerably according to the subject of investigation.


German abstract:
Für die umweltbewußte Unternehmensführung bedeutet das Konzept des regional umweltverträglichen Stoffhaushaltes eine neue Herausforderung. Der Betrieb soll seinen Beitrag zur Region in stofflicher und energetischer Hinsicht untersuchen und so gestalten, daß sein Wirken für die Region zu einer dauerhaften hohen Wertschöpfung mit minimaler Umweltbelastung führt. Im Projekt "Systemanalyse und Stoffbilanz eines kalorischen Kraftwerkes" (SYSTOK) wurde im 1. Schritt das mit Köflacher Braunkohle befeuerte Kraftwerk Voitsberg 3 stofflich und energetisch bilanziert. Dabei wurde der Weg der Kohle, gemäß dem Motto "von der Wiege bis zur Bahre", beginnend bei der Gewinnung im Bergbau über die Verstromung im Kraftwerk bis zur Deponierung der Asche in aufgelassenen Schächten verfolgt. Damit konnten die Quellen und Senken für die durch den spezifischen Prozeß relevanten Stoffe identifiziert werden.
In einem weiteren Schritt wurden zwei Ansätze zur Definition von Regionen entwickelt:

Die "produktbezogene" Region: Ihre Größe ist anhand derjenigen Einwohnerzahl definiert, welche vom Kraftwerk mit dem Produkt "Strom" versorgt werden kann.

Die "stoffbezogene" Region: Sie ist, abhängig vom betrachteten Stoff, durch den Einflußbereich des Kraftwerkes auf Luft, Wasser und Boden bestimmt.
