English abstract:
In order to develop a controlling system for the construction industry, it is necessary to be aware of all basics and rules of the common controlling. The first part of this thesis consists of the basic rules and interactions within a controlling system. This comprehensive topic is supported by a large number of references and suggestions for a practical implementation of an on site-controlling.
The text covers the crucial definitions on one hand and the calculation of the labourbudget for each construction part on the other hand.
Further on the interaction between the calculation, the construction site and the business administration is explained. This connection is very important, due to the fact that the success of the construction project is measured by the data of the business administration and not of the one documented by the on-site team.
The second part of the text describes the development of the controlling system Sedlak/Haas. After the most important parameters were determined a software program was established and tested on a pilot site. In accordance with the experiences of the pilot project a second version of the program was launched.
To evaluate the chances of a market entry of the system, the "Five Forces" model of Michael Porter was used. Further information was gained out of a SWOT analyses and a market study. The market study included software packages which are already available at the market. These programs where specially checked if they comply with the requirements set up by the project committee.
The last part of the thesis deals with the topic "complexity". Together with a set of criteria the construction process was observed in order to assume wether this process is of high or of low complexity. A result of the research is that the process is highly complex which is illustrated with a couple of examples. There was also evidence that there exists a field of high tension when the function of a construction manager and of a controller is fulfilled from one person.
A final statement of the thesis is, that a scanner supported monitoring and documentation system as described can only be an integrative part of a comprehensive controlling system. This system should consist of the perspectives quality, cost and completion.

German abstract:
Um ein Controllingsystem für den Baubetrieb entwickeln zu können, ist es erforderlich, die Grundlagen des Controlling im weitesten Sinne zu kennen und die essentiellen Zusammenhänge zu verstehen. Der erste Teil der vorliegenden Arbeit widmet sich den Grundlagen des Baustellencontrolling und versucht diese umfassend zu beleuchten und
mit Hinweisen für eine praktische Umsetzung zu versehen.
Der Bogen spannt sich hierbei von den allgemeinen Begriffsdefinitionen bis hin zur Ermittlung von Stundenvorgabewerten je Bauteil.
Des Weiteren werden die Interaktionen zwischen Kalkulation, Baustelle und Kostenrechnung beschrieben. Diesen Zusammenhängen kommt insofern eine besondere Bedeutung zu, da der Baustellenerfolg anhand der in der Kostenrechnung ausgewiesenen Erträge bzw. Defizite beurteilt wird und nicht anhand der Aufzeichnungen der Baustelle.
Der zweite Teil der Arbeit beschreibt die Entwicklung des Controllingsystems Sedlak/Haas. Ausgehend von der Festlegung der Anforderungen an ein praktikables Controllingsystem für das Unternehmen, wird eine Software entwickelt und im Rahmen
eines Pilotprojektes getestet. Diese Erfahrungen aus dem Pilotprojekt wurden dokumentiert und in eine zweite Programmversion eingearbeitet.
Um die Chancen eines solchen Datenerfassungs- und Controllingmoduls am Markt zu beurteilen, wird dieser generell anhand des "Five Forces" Modells von Michael Porter beurteilt. Eine SWOT Analyse und eine Analyse am Markt bestehender Softwarepakete runden die Überlegungen zu einem möglichen Markteintritt des Produktes ab.
Im letzten Teil der Arbeit wird das Thema "Komplexität" allgemein und bezogen auf den Baubetrieb aufgearbeitet. Hierbei wird anhand von einigen Kriterien und Beispielen festgestellt, dass der Baubetrieb jedenfalls ein System hoher Komplexität darstellt. Um auf
die Problematik einer Überlastung der Bauleitung durch ein umfassendes
Controllingsystem hinzuweisen, wird noch das Spannungsfeld beschrieben, welches sich zwischen den Funktionen Bauleiter und Controller in ein und derselben Person "aufspannt".
Die Schlussfolgerung der Arbeit ist, dass ein Scanner unterstütztes
Datenerfassungssystem nur ein integrierender Bestandteil eines Controllingsystems, welches aus den Perspektiven Qualität, Kosten und Termine besteht, sein kann.
