EN 13445 is a modern, complex standard, incorporating many different ideas from acknowledged national standards, and also some new ideas, based on relatively recent research in various fields of technology.
Coordination and editing of the different necessary requirements in design, materials, manufacture and testing, in three languages, was not without problems. Additionally, the reaction on the side of manufacturers, users, inspection bodies, etc was human - a reluctance of trying out something new, especially if this new thing incorporates new, unfamiliar ideas, notions, etc. The so-called presumption of conformity with the essential safety requirements of the Pressure Equipment Directive, the common law in the European Union, was not an incentive enough, the other possibilities to fulfil the requirements of the law liberal enough.
As an additional check of the consistency, of the adequacy with regard to the state of science and technology, as a help for manufacturers and users, an EU research project was initiated, encompassing nine different pressure vessel designs. The goal was to familiarize potential users of the standard with the ideas of the standard, to give them benchmark examples, to bring advantages and disadvantages to the open, and to compare results with those according to ASME Section VIII, Divisions 1 and 2.
