"From Emergency Recovery To Community Driven Development: Urban Development Suhareka / Kosova";

The aim of this paper is to show how the process of urban
development planning can contribute in linking post conflict
rehabilitation and development cooperation. As a case study the
process of the elaboration of the Municipality Development Plan and
Urban Development Plan of the municipality Suhareka in Kosova
will be highlighted. This process includes a multiplicity of institutionand
capacity building measures and aims at the strengthening of the
self-help potential of the municipality and the empowerment of the
local community.
After the war in 1999 the local government of the municipality
Suhareka had to concentrate mainly on catastrophe management. The
massive new building and reconstruction was driven by individual
interests and lacked any urban planning order. Site selection and
building development for public purpose have been influenced very
much by donor organisations whereas aims and principles of urban
planning played an inferior role.
In this phase of post-conflict reconstruction the municipality realised
the necessity of the preparation of a long-term urban development
programme, however a clear vision what it should include and
achieve for the future was missing. Furthermore in this period no
legal basis for community development planning and no legally
bounding planning instruments existed.
On the initiative of the municipality an urban development project
based on a broad participatory approach was formulated together
with Kosovar planners and international experts. In addition to the
elaboration of the plan the project pursues the following three main
targets:
- Support of planning- and decision making structures in the planning
process (Institution building)
- Support of the planning department as basis for coordinated
development (Capacity building)
- Further education in the context of urban development planning
(Training, Human Resources Management)
The main purpose of the project is to enable the municipality of
Suhareka to handle the ongoing development planning processes selfdependent
by building community ownership and strengthening local
institutional capacity.
The paper will point out the essentiality of the orientation of
emergency aid on the principles of participation and the promotion of
self-help especially in terms of a multilevel continuum between
short-term disaster management and long-term development
cooperation. Furthermore the value of demand driven approaches in
crisis situations will be presented.
