English abstract:
Occupational Health and Operational Safety is getting a more and more important topic for
companies within the construction industry. To achieve legal requirements, organizations
implement an Health & Safety Management System. By means of this Health and Safety
Management System the number and gravity of occupational accidents should be reduced to
a minimum.
The OHSAS 18001 :2007 conduces as a guideline which is capable of being certified for such
Management Systems and consists in ISO 9001 :2008 for Quality Management System and
ISO 1400:2004 for Environmental Management System.
Oue to the compatibility to each other the individual Management Systems will be abstracted
to an lntegrated Management System and the organization therefore has less effort to maintain
different Management Systems.
ln Austria the legislative authority defines a multiplicity of laws and orders in regards to health
and safety. For implementation and compliance itself, the employer has to take care and
bear responsibility. ln addition the constructor, owner, management board, employees, insurance
etc. do have special requirements to an organization.
ln a Health & Safety Management System all requirements re lating to operational safety and
occupational health which are important for an organization, will be abstracted and will be
imaged accordantly within a manual. The design itself will be in terms of process descriptions,
forms, checklists, work instructions and comparable.
ln practice within construction industry this specifications have to be used and applied by the
responsible persans of a construction site.
ln the course of this master's thesis twelve building construction sites of one construction
company have been analyzed in regards to realization of OHSAS 18001 :2007. Several
weaknesses in terms of discrepancies of target allowances of the Health & Safety Management
System have been determined. Via analysis of reasons, potential factors for occurred
discrepancies have been ascertained. Particularly for the frequently appeared discrepancies
and accordingly with same reason for different discrepancies, optimizations potential for
implementation of Health & Safety Management Systems was established.

German abstract:
Der Arbeits- und Gesundheitsschutz, kurz A&G, ist für Organisationen in der Baubranche ein
immer wichtiger werdendes Thema. Um die gesetzlichen Anforderungen umfassend erfüllen
zu können, führen Organisationen ein Arbeits- und Gesundheitsschutzmanagementsystem
ein. Das wesentliche Ziel derartiger A&G-Managementsysteme ist eine maximale Reduktion
der Anzahl und Schwere der Arbeitsunfälle.
Die OHSAS 18001 :2007 stellt einen zertifizierungsfähigen Leitfaden für derartige Managementsysteme
dar.
Sie besteht neben den zertifizierungsfähigen Leitfäden ISO 9001 :2008 für Qualitätsmanagementsysteme
und ISO 1400:2004 für Umweltmanagementsysteme.
Durch die Kompatibilität zueinander werden die einzelnen Managementsysteme zu einem
integrierten Managementsystem zusammengefasst. Einer Organisation wird dadurch der
Aufwand für die Instandhaltung und Wartung solcher Managementsysteme erleichtert.
ln Österreich legt der Gesetzgeber eine Vielzahl von Pflichten in Form von Gesetzen und
Verordnungen zum Thema Arbeitssicherheit und Gesundheitsschutz fest, für deren Umsetzung
bzw. Einhaltung im Allgemeinen der Arbeitgeber verantwortlich ist.
Zusätzliche werden von Bauherren, Eigentürmern, der Geschäftsführung, Mitarbeitern, Versicherungen
etc. Anforderungen an eine Organisation gestellt.
ln einem A&G-Managementsystem werden alle Anforderungen, die bezüglich Arbeitssicherheit
und Gesundheitsschutz an eine Organisation gestellt werden, zusammengefasst. Abgebildet
wird die entsprechende Umsetzung im Betrieb in einem Handbuch. Die Darstellung im
Detail geschieht in Form von Prozessbeschreibungen, Formblättern, Checklisten, Arbeitsanweisungen
udgl..
ln der Baupraxis müssen diese Vorgaben von den Verantwortlichen auf der Baustelle angewendet
werden.
Im Zuge der Diplomarbeit wurde auf zwölf Hochbaubaustellen die Umsetzung der OHSAS
18001 :2007 in einem Bauunternehmen untersucht. Dabei wurden eine Reihe von Schwachpunkten
in Form von Abweichungen von der Soll-Vorgabe des A&G-Managementsystems
festgestellt. Durch eine Ursachenanalyse wurden mögliche Gründe für die aufgetretenen
Abweichungen ermittelt. Insbesondere bezüglich der häufig aufgetretenen Abweichungen
bzw. bei gleicher Ursache für verschiedene Abweichungen wurden die Verbesserungspotentiale für die Umsetzung des A&G-Managementsystems dargestellt.
