In this paper we establish the connection between Virtual Communities, Social Media, Open Innovation and Semantics by presenting evidence to support our claim that these are the elements that can form the foundation for a new decision making process via deliberation,focused on expressing and matching Problems and Ideas for topics at hand. Furthermore, we outline the design of this process, based on existing work and well-known techniques and tools.
