English abstract:
As a part of the international cooperation, the United Nations and the World Bank have declared the need of energy
management commitment to reduce global energy intensity by 2.5 percent per year over the next twenty years either
by increasing energy efficiency or by shifting to low energy intensive activities with higher levels of output and gross
domestic product (GDP). Separately, the European Union (EU) committed to reduce its primary energy consumption
by 20 percent by 2020 detailed in the Green Paper published as a part of the strategy to ensure sustainable, competitive
and secure energy.
The industrial sector faces the barriers to improve energy efficiency by main structural, managerial and behavioural
conditions namely infrastructure limitations, cost of providing efficiency service, lack of the information flow in
organizations, awareness and attitude, misplaced incentives. The international cooperation agreeing on a mutual
overall objective of energy efficiency improvement has facilitated a restructuring of the industrial sector to overcome
these barriers. This study focuses on providing a model of energy management system using a holistic and integrated
strategy to improve energy efficency in industry by means of the international standards target settings.
As a part of the global strategy, many countries already adopted the energy management systems as a part of their
national standards or specifications with voluntary agreements that have proven to support the energy efficiency
policy by incremental gain of energy and cost savings, operating low carbon economy with environmental friendly
footprint.
This study presents a methodology for setting up energy management system in the industrial sector based on the
guidance of the international standards through a systemic management approach. The implementation of the energy
management by the Plan-Do-Check-Act framework is developed by a process management simulation tool
contributing to a certification based model of business processes supporting energy efficiency together with reduction
of the greenhouse gas (GHG) emission.
