English abstract:
This thesis includes a field study in San Jose, California. The primary focus of this study was analyzing the City of San Jose, weighing in it's economic and demographic characteristics in regards towards potential urban development. As a point of reference for the project the private sector of Santana Row will be identified as an example of how private districts may influence a city's point of urban expansion.
Santana Row was initialized and planned by a private investor (Federal Realty Inv. Trust) which is not an unusual occurrence however, in this case it will be seen that the influence of a private sector may affect the downtown. Both positive and negative effects have resulted from the expansion of Santana Row, the City of San Jose must decide carefully how to manage the expansion of Santana Row in regards to the success of this shopping center and it's impact on the city's image as described in Chapter Four.
A thematic framework has been outlined with chapters two and three. A rather drastic change of planning philosophy is discussed. The expansion and urban development in the future should be utilizing a project-oriented methods for city planning as a supplement to current procedure. Utilizing project orientated planning methods exclusively is undesirable rather, a cooperative urban development policy should be implemented, which would sets a standard of guidelines and principles for investors to become actively involved in the process of urban development. An impact of project-oriented planning can also be shown in the primary example for this thesis, Santana Row.
The chapter "Planning and Controlling of Projects" shows the general economic situations which may arise during project planning, in particular Chapter Three discusses this process in regards to real estate. Taking steps to analyze the feasibility study are especially important as it will illustrate what factors will arise during real estate development, an extremely useful tool for developers. At the same time it can be seen, the work of a developer and the responsibilities of spatial planning are dependent on each other.
In addition to my primary subject matter, further research topics can also be evaluated. It would be quite interesting to explore how private mixed-use-developments might be used, specifically in urban development and urban planning within European cities. Single buildings with mixed-use strategies already exist. The usage of private mixed-use-developments in a bigger scale would be a worthwhile discussion. Santana Row gives an exemplary impression of what investors and developers are able to do: Planning and taking economic and social responsibility for an entire district of San Jose. Depending on the general welfare, how and weather the urban planning can agree with privatization or commercialization of public space, must be evaluated on a political and social platform.

German abstract:
Die vorliegende Arbeit beinhaltet eine durchgeführte Feldstudie in San Jose, Kalifornien. Ziel war es, den Standort San Jose in seinen wirtschaftlichen, demographischen und entwicklungsperspektivischen Eigenschaften zu analysieren. Auf Objektebene wurde ein Referenzprojekt für die Stadt San Jose analysiert, welches durch einen Investor entstanden ist. Grundsätzlich ist eine private Investition nichts Ungewöhnliches. Doch im Falle der "Santana Row" hat sich gezeigt, wie ein "privater Stadtteil" Einfluss auf die stadteigene Mitte ausüben kann. Durch diese Bipolarität entstehen positive, aber auch negative Effekte. Wie die Stadt San Jose mit der Entscheidung zum Bau der Santana Row umging und wie sich der Erfolg dieses Shopping Centers auf das Image der Stadt auswirkt, wird im vierten Kapitel beschrieben.
Ein thematischer Rahmen wird durch die Kapitel Zwei und Drei gegeben.
Hier kommt unter anderem der Wandel des Verständnisses in der Planung zum Ausdruck. Die Stadtentwicklung soll angehalten werden, sich auf das Planen mit Projekten einzulassen. Eine vollkommene Aufgabe bisheriger Planungsinstrumente ist dabei ausdrücklich nicht gewünscht. Vielmehr sollte eine kooperative Stadtentwicklungspolitik betrieben werden, die Richtlinien und Leitsätze vorgibt und Investoren aktiv in den Prozess der Entwicklung einbindet. Anhand der Santana Row kann gezeigt werden, wie sich Planen mit Projekten auf die Stadtentwicklung auswirkt.
Während das Kapitel "Planen und Steuern mit Projekten" mehr auf die gesamtwirtschaftlichen Zusammenhänge eingeht, beschreibt das dritte Kapitel die Immobilienprojektentwicklung im Speziellen. Vor allem die Analyseschritte innerhalb der Feasibility Study sollen Aufschluss darüber geben, welche Faktoren für Immobilienprojektentwickler wichtig sind. Gleichzeitig kann über das Aufgabengebiet des Developers erkannt werden, dass ein gegenseitiges Abhängigkeitsverhältnis mit der Stadt besteht. In Fortführung zu dieser Diplomarbeit können weitere Forschungsfragen gestellt werden. Es wäre durchaus interessant zu erforschen, inwieweit privatwirtschaftliches Engagement - in Form von geplanten Mixed Use Developments - in der Stadtentwicklung gezielt eingesetzt werden kann.
Die MUDs könnten dabei in ihrer Umsetzung nicht nur objektbezogen betrachtet werden, sondern großflächig zur Anwendung kommen. Die Santana Row gibt einen ersten Einblick, wozu Investoren und Developer in der Lage sind: Die Planung und Übernahme der wirtschaftlichen und sozialen Verantwortung über einen privaten Stadtteil. Ob und wie die Stadtplanung aus gesamtwirtschaftlichem Interesse dieser Art der "Privatisierung" bzw. Kommerzialisierung des öffentlichen Raumes zustimmen kann, muss politisch aber auch gesellschaftlich beantwortet werden.
