English abstract:
This thesis analyses and challenges the fast and dynamic movement of new technologies, particularly in developing countries like Mozambique. The work places itself in the research field of Information and Communication Technologies for Development (ICT4D). The research was carried out as part of the project; Information and Communication Technology for Development in Mozambique (ICT4DMZ), which is carried out by a consortium consisting of the Maputo Universidade Eduardo Mondlane (Maputo UEM), the Technische Universität Wien (TU Wien) and the Austrian Network for Information and Communication Technologies for Development (ICT4D.at). The focus of this work lies in the context of mobile technologies in developing countries and on how people can access information on these devices properly. An Android prototype application designed to navigate people around the campus was developed in a lecture with students. A survey carried out as part of the research indicated that the Android application is not accessible to certain students due to a lack of technology and connectivity. Therefore an alternative SMS based interface is introduced to meet the criteria of Human Computer Interaction for Development (HCI4D) and Universal Design. The new solution uses already existing and cheap infrastructure, focuses on low-end hardware, works along with future-proof alternatives and does, in comparison with the Android application, not exclude potential users.

German abstract:
Diese Diplomarbeit beschaeftigt sich mit der schnellen und dynamischen Entwicklung neuer Technologien in Entwicklungslaendern wie Mosambik und reiht sich in das Forschungsfeld der Informations - und Kommunikationstechnologien für Entwicklungszusammenarbeit (ICT4D) ein. Sie ist Teil des Projektes ICT4D in Mosambik, welches aus dem Konsortium der Universidade Eduardo Mondlane in Maputo (UEM), der Technischen Universitaet Wien (TU Wien) und dem Oesterreichischen Netzwerk für Informations- und Kommunikationstechnologien fuer Entwicklungszusammenarbeit (ICT4D.at) besteht. Diese Arbeit beschaeftigt sich mit mobilen Technologien im Kontext von Entwicklungslaendern und wie diese genutzt werden koennen, um Benutzern Information bereitzustellen. Es wurde eine prototypische Applikation für das Smartphone-Betriebssystem Android von Studenten entwickelt, welche die Navigation am Campus ermoeglicht. Eine Umfrage bestaetigte, dass die Applikation aufgrund unzureichender Hardware-Verbreitung der Zielplattform, aber auch mangelnder Infrastruktur fuer mobile Datenuebertragung nicht ausreichend zugaenglich ist. Um dennoch allen Studenten Zugriff auf die Information der Android Applikation zu ermoeglichen, wurde ein neues SMS- basiertes System entwickelt, die den Anforderungen von Universal Design und Human Computer Interaction for Development (HCI4D) gerecht wird. Das neue Interface benutzt existierende und guenstige Infrastruktur, fokussiert sich auf lokal verbreitete Low-End Hardware, funktioniert im Einklang mit zukunftssicheren Alternativen und schliesst, im Gegensatz zur Android Applikation, keine potentiellen Benutzer aus.
