English abstract:
Silica dust used to be a serious challenge for the mining and tunnelling industry since the exposition to the respirable dust fraction causes irreparable damage to the lungs. Moreover,there is sufficient evidence that respirable silica dust has carcinogenic effects on workers. Therefore, the European Council demands a standardised exposure limit for silica dust in working environments for all EU countries by means of directive (EU) 2017/2398. The national implementation of this directive by the Austrian Grenzwerteverordnung (GKV) 2020 results in a reduction of the exposure limit for respirable silica dust from 0,15 mg/m3 to 0,05 mg/m3. This considerable limitation represents a substantial challenge for the tunnelling industry.
The diploma thesis addresses the following questions: Which dust control measures are state of the art on tunnelling sites and how could they be enhanced to comply with the reduced exposure limits. Consequences for labour law and financial effects of the implementation of further dust control measures will also be reviewed in this context. Since some dust control measures have to be considered already in the planing progress, the client´s role will be discussed in connection to the Baustellenkoordinationsgesetz (BauKG) and the relevant contract standards.
A short introduction to the matter and an overview of the goals of the investigation is followed by a summary of the mineralogical, medical and legal basics required to comprehend the topic in its entirety. This chapter also focuses on a comparison between the legal situation in Austria and Germany as well as an explanation of the so-called Branchenlösung Staubminimierung im Tunnelbau - a guideline for the implementation of sufficient dust control measures. The subsequent analysis of dust measurements on Austrian tunnelling sites displays the level of silica exposure before the reduction of exposure limits. It indicates that the majority of tunnelling sites in Austria will be affected by the stricter limits. The following chapters comprise an elaboration of working processes in tunnelling with heavy dusting and provide technical, organisational and personal dust control measures.
The thesis ends with the evaluation of a survey on the use of dust control measures on tunnelling sites in international comparison. This survey includes the participants´ estimation of productive and financial effects of the implementation of a good practice in terms of the Branchenlösung Staubminimierung im Tunnelbau.

German abstract:
Quarzstaub stellt seit jeher eine Herausforderung für den Berg- und Tunnelbau dar, da eine Exposition gegenüber der alveolengängigen Staubfraktion zu irreparablen Schäden der Lunge führen kann. Darüber hinaus besteht der begründete Verdacht einer kanzerogenen Wirkung alveolengängigen Quarzstaubs, weshalb mit der Richtlinie (EU) 2017/2398 eine EU-weit einheitliche Verschärfung der entsprechenden Quarzstaubkonzentrationen an Arbeitsstätten vorgeschrieben wurde. Mit der nationalen Umsetzung dieser Richtlinie in Form der österreichischen Grenzwerteverordnung (GKV) 2020 wurde die zulässige maximale Arbeitsplatzkonzentration für alveolengängigen Quarzstaub von 0,15 mg/m3 auf 0,05 mg/m3 herabgesetzt. Diese deutliche Verschärfung stellt v. a. den Tunnelbau vor erhebliche Herausforderungen.
Diese Arbeit widmet sich der Fragestellung, welche Staubbekämpfungsmaßnahmen nach Stand der Technik auf Tunnelbaustellen eingesetzt werden und inwiefern sie zu intensivieren sind um dem verschärften Schutzniveau gerecht zu werden. In diesem Zusammenhang werden auch arbeitsrechtliche und monetäre Konsequenzen untersucht, die sich aus einer Intensivierung der Maßnahmen ergeben könnten. Dass gewisse Staubbekämpfungsmaßnahmen bereits in der Planungsphase berücksichtigt werden müssen, wirft die Frage nach der Rolle des Bauherrn auf, welche im Kontext des Baustellenkoordinationsgesetzes (BauKG) und der einschlägigen Werkvertragsnormen diskutiert wird.
Nach einer beginnenden Einführung in die Problemstellung folgt eine Übersicht der wesentlichen mineralogischen, humanmedizinischen und rechtlichen Grundlagen, die eine ganzheitliche Betrachtung der Thematik ermöglichen. Besonderes Augenmerk liegt dabei auf einem Vergleich der Rechtslage in Österreich und Deutschland und auf der sogenannten Branchenlösung Staubminimierung im Tunnelbau - einem Handlungsleitfaden zur Implementierung ausreichender Staubbekämpfungsmaßnahmen. Anschließend erfolgt eine Analyse und Auswertung von Staubmessungen auf österreichischen Tunnelbaustellen um das Ausmaß der Staubbelastung vor der Reduktion des Grenzwerts abzubilden. Aus dieser Darstellung geht hervor, in welchem Ausmaß die österreichischen Tunnelbaustellen von einem verringerten Grenzwert betroffen wären. In den folgenden Kapiteln werden besonders staubintensive Arbeitsprozesse auf Tunnelbaustellen identifiziert und technische, organisatorische sowie persönliche Staubschutzmaßnahmen nach dem STOP-Prinzip erarbeitet.
Den Abschluss der Arbeit bildet die Auswertung einer Umfrage über die Anwendung von Staubbekämpfungsmaßnahmen auf Tunnelbaustellen im internationalen Vergleich. Die Umfrage umfasst darüber hinaus die Einschätzung der Teilnehmenden, welche Auswirkungen die Umsetzung einer guten Praxis im Sinne der Branchenlösung Staubminimierung im Tunnelbau auf Produktivität und Kosten eines Tunnelprojekts mit sich ziehen würde.
