This study is a reflection about the potentials of circular economy for regional Planning that follows the goal of resource efficiency. The circular economy provides beyond waste management many fields of actions. From ecological design of products and services, the territorial and industrial ecology to the sharing-economy and the economy of recycling, it is a model for change from systems of consumption and production. The focus of this work is the implementation of strategies towards resource efficiency at the regional level. The development of a circular economy means the emergence of sustainability innovations. Innovation towards a circular economy could contribute to regional economical development and to its ecological transition. In the french region Nord-Pas-de-Calais, the circular economy is defined as a strategic field of actions to succeed the transition in the -Third industrial Revolution-. The economic Cluster CD2E for the development of eco-activities plays an important role in that change. It supports the development of the circular economy and is a major element of the regional innovation system. Initiatives like a Zero-waste-strategy, innovations for the recycling of critical raw materials and the development and promotion of ecological buildings materials for the thermal rehabilitation of workers settlements illustrate the potentials and limits of the circular economy for the ecological transition of regions.

Diese Studie ist eine Reflexion über die Potentiale der Kreislaufwirtschaft für eine ressourceneffiziente Regionalentwicklung. Die Kreislaufwirtschaft bietet zahlreiche Handlungsfelder - weit über den Bereich der Abfallwirtschaft hinaus. Vom ökologischen Design von Produkten und Dienstleistungen, der territorialen und industriellen Ökologie, hin zur Sharing Ökonomie und der Ökonomie des Recycelns, ist sie ein Modell des Wandels der Produktions- und Konsumsysteme. Der Fokus der Studie liegt auf der Umsetzung von Strategien für die Ressourceneffizienz auf regionaler Ebene. Die Entwicklung der Kreislaufwirtschaft impliziert die Entstehung von Nachhaltigkeitsinnovationen. Innovation in der Kreislaufwirtschaft kann interessante Beiträge zur Wirtschaftsentwicklung einer Region, sowie zu ihrer ökologischen Transition liefern. In der französischen Region Nord-Pas-de-Calais wird die Kreislaufwirtschaft als wichtiges Handlungsfeld für die Transition der Region zur -Dritten Industriellen Revolution- wahrgenommen. Der Cluster CD2E zur Förderung der Öko-Aktivitäten spielt hierbei eine wichtige Rolle. Er ist Impulsgeber für die Entwicklung der Kreislaufwirtschaft und ein wichtiger Bestandteil des Regionalinnovationssystems. Initiativen wie eine Null-Abfall-Strategie, Innovationen im Bereich des Recycelns der kritischen Rohstoffe, sowie die Entwicklung und Förderung ökologischer Baustoffe bei der thermischen Sanierung ehemaliger ArbeiterInnensiedlungen veranschaulichen die Potenziale und Grenzen der Kreislaufwirtschaft für die ökologische Transition der Regionen.
