English abstract:
Governments face a potential trade-off between the old age provision through public pensions and the support of households with low income. Using EUROMOD based on EU-SILC micro data for 28 countries, we quantify total redistribution between households, the redistribution to retired population, and the generosity of tax-benefits systems to poor and rich households, respectively. Furthermore, we analyse the trade-off between these different directions of public redistribution using the great variation in tax-benefit systems across countries. Our results indicate that the total extent of public redistribution is determined by the size of the pension systems, and that generous public pensions are negatively related to the amount of social transfers directed to the population with low income.
