The former area of the Leiner GmbH in Wr. Neustadt, which islocated directly next to the historical center of the City and the city park, has no use since theLeiner business space was closed in 2019.Seldom a city in the size of Wr.Neustadt with around 50,000 inhabitants has the chance to develop a 25,000m2 area in thecity center and which has the opportunity to counteract negative trends.Like most of the cities of this size, Wr. Neustadt is currently affected by an inner city dying.The shopping centers in the periphery are growing steadily and withdrawing customers from the city center, which leads to a relocation of shops.One goal should be to develop a concept that draws the residents of the city and the surrounding area back to the city center and invigorates it sustainably.Wiener Neustadt, the largest school town in Lower Austria. It is the home of primary and secondary schools, as well as 3 universities. One of these is the Fachhochschule Wr. Neustadt.This university has the focus on business and health professions.With the new construction of the City Campus at the border of the city center, the business faculties have received a new, modern location in the center of the city,whereas the health professionsare still located on the outskirts inthe industrial area Civitas Nova.This situation in combination with the current health system and the potential of the Leiner area, serve as the basis for my diploma thesis.Cause of people are getting older and birth rates are falling,there is an imbalance in societybetween the employed and theretired. In addition, the numberof qualifications in nursing professionsare falling. As a result,the education has to be mademore attractive and the healthsystem more efficient.The first steps were taken with the last health care reform through the creation of primarycare centers. A wide variety of health professions work together in one helath office, so the patient receives optimal care from a single source.The Concept is to build a health education campus, in combination with the first primary carecenter based on the model ofa university clinic and a health prevention center, in the citycenter of Wr. Neustadt .The students are introduced to the practice during their training and can already gain initial experience.The city park and the new health campus should merge and create a pleasant working environment for students.In addition, the development serves as a transition zone between the urban city center andthe green space in the form ofthe city park.

Das ehemaligen Areal der Leiner GmbH in Wr. Neustadt, welchesim direkten Anschluss andie historische Innenstadt und den Stadtpark situiert ist, liegtseit der Schließung der Leiner Filiale im Jahr 2019 brach.Selten hat eine Stadt der Größe von Wr. Neustadt mit ca 50.000 EinwohnerInnen die Chance ein 25.000m2 großes Gebiet in der Innenstadt zu entwickeln und so Negativtrends entgegenwirken zu können.Wie in den meisten Städten dieser Größe ist auch Wr.Neustadt derzeit von einem Innenstadtsterben betroffen.Die Einkaufszentren in der Peripheriewachsen stetig und entziehen der Innenstadt die Kunden, was eine Abwanderung der Geschäfte zur Folge hat.Ein Ziel ist es daher, ein Konzept zu entwickeln, welches die BewohnerInnen der Stadt sowie des Umlandes wieder in die Innenstadt zieht und diese nachhaltig belebt.Wiener Neustadt als größte Schulstadt Niederösterreichs beheimatet neben Grund- und Mittelschulen auch drei Hochsschulen wovon eine die FH Wr.Neustadt ist. Diese hat den Schwerpunkt auf Wirtschafts- und Gesundheitsberufen.Durch den Neubau des City Campus am Rand der Innenstadt haben die Wirtschaftsfakultäten einen neuen modernen Standort im Zentrum der Stadt erhalten wohingegen die Gesundheitsberufe weiterhin am Stadtrand im Industriegebiet Civitas Nova angesiedelt sind.Diese Situation in Kombination mit dem derzeitigen Gesundheitssystem,sowie das Potential des Leiner Areals dient als Grundlage meiner Diplomarbeit.Da die Menschen immer älter werden und im Gegenzug die Geburtenraten sinken, entsteht ein Ungleichgewicht in der Gesellschaft zwischen Erwerbsttätigen und PensionistInnen.Zusätzlich geht die Zahl der Abschlüsse in Pflegeberufen zurück. Das hat zur Folge, dassdie Ausbildung attraktiver und das Gesundheitssystem effizienter gestaltet werden muss.Erste Schritte wurden bei der letzten Gesundheitsreform durch die Schaffung von Primärversorgungszentren geschaffen.In diesen arbeiten verschiedenste Gesundheitsberufe unter einem Dach zusammen,sodass der Patient aus einer Hand optimale Betreuung erfährt.In der Innenstadt soll ein Gesundheitsbildungscampus für die FH Wr. Neustadt in Kombination mit dem ersten Primärversorgungszentrum nachdem Vorbild einer Uniklinik und einem Gesundheitspräventionszentrum entstehen.Die Studierenden werden somit bereits während der Ausbildung in die Praxis eingeführt und können so bereits erste Erfahrungen sammeln.Der Stadtpark und der neue Gesundheitscampus sollen ineinander übergehen und so eine angenehme Arbeitsumgebung für Studierende schaffen.Zudem dient die Bebauung als Übergangszone zwischen urbaner Innenstadt und dem Grünraum in Form des Stadtparks.
