Kurzfassung englisch:
Evaluation in SUNRISE involved three steps:

Monitoring: observation of impacts and processes.

Assessment: analysing and reporting information from monitoring in a structured way. Both quantitative and qualitative information are used in SUNRISE.

Evaluation: using the assessment reports, determining the value (appraisal on whether something was worthwhile/what was valuable) and learning lessons/drawing recommendations about not only co-creation activities and mobility measures but also about SUNRISE as a whole. Appraisal can be formulated in quantitative (for instance, using Likert scales) or qualitative terms. Lessons are discussed in qualitative terms.

Deliverable "4.2 Package of Assessment and Evaluation Reports" is a collection of the main city-specific documents used for assessment and evaluation. For each city, the deliverable includes

Co-creation Evaluation Reports (CCER): A systematic documentation of the co-creation process throughout SUNRISE, consisting of a description of each implemented activity (objectives, details about what was done and why, participants, drivers, and barriers) and a summary of what happened during the reporting period. Three reports were submitted by each city. The period covered by each report changes city by city but in all cases the three reports together cover the whole SUNRISE project.

Measure Evaluation Results Summaries (MERS): A systematic documentation of the measures put in place by SUNRISE partners to improve the neighbourhood mobility and/or public space. Each MERS includes several coherent interventions which cooperate to solve the same problems and to achieve the same overall goals. The MERS provide details on the measures and their implementation, an evaluation of the generated impacts, a discussion of the process of implementation (drivers and barriers), and some recommendations. The number of MERS varies by city, depending on the realised measures: 2 for Bremen, 3 for Budapest, 2 for Jerusalem, 3 for Malmo, 5 from Southend, and 2 for Thessaloniki. The MERS from Southend do not include an evaluation of the impacts as the implementation had not finished at the of SUNRISE.

Survey results: Throughout SUNRISE, three types of surveys were carried out in each city to understand the views of the different actors involved in the project on the ground. These are:

1 survey about the impacts of the co-creation actions on the way of looking at and dealing with mobility with the responses of the SUNRISE city partners in each neighbourhood,

1 survey about the co-creation actions (process and impacts) in general with the responses of the Core Group (a steady group of actors co-organising the process in each neighbourhood) and

1 survey about the co-creation actions (process and impacts) in general with the responses of the SUNRISE city partners in each neighbourhood.

Final interview notes: In the final stages of SUNRISE, interviews about the overall evaluation of the project were carried out with the SUNRISE city partners in each neighbourhood. Topics included an evaluation of the achievements of the co-creation approach at the neighbourhood level, impacts of COVID-19 and other external influences, co-creation, mobility measures, governance, and upscaling.
