Das Salzkammergut wird von Außenstehenden gerne als zehntes Bundesland Österreichs bezeichnet. Ehemals im persönlichen Besitz der Familie Habsburg, ist es heute eine Gegend, die von ihrer reichhaltigen Kultur und Geschichte lebt, welche durch große Namen, aber auch von ureigensten Bewohnern geschrieben wurde. Früher als Hauptexporteur von Speisesalz bekannt, erlebte die Bevölkerung vor ca. 150 Jahren den Beginn eines Strukturwandels vom sekundären zum tertiären Sektor. Die Sommerfrische im Salzkammergut wurde zum Inbegriff der feudalen Sommerbeschäftigung und bildete die Basis für einen Wirtschaftszweig, der bis heute als einer der wichtigsten Motoren der Region gilt. Diese Erfahrungen sollen in eine erfolgreiche Austragung der europäischen Kulturhauptstadt kanalisiert werden. Dieser Titel wird inzwischen seit mehr als 30 Jahren an Städte verliehen, die Kultur nutzen, um das Image der Stadt zu erneuern, den Europäischen Gedanken weiterzutragen und nachhaltige Konzepte in der Bevölkerung zu etablieren. Um sich für die Dauer eines Jahres Kulturhauptstadt Europas nennen zu dürfen, bedarf es jedoch des Willens einer Stadt oder Region, sein Innerstes nach außen zu kehren und sein Herz auf der Zunge zu tragen. Bad Ischl, das Zentrum des inneren Salzkammergutes, war bereits eine Kulturhauptstadt als der bloße Gedanke an ein geeintes Europa weit entfernt schien. Jährlich pendelten die Eliten der Welt zur Sommerfrische in die kleine Stadt am Fuße der Alpen, um geopolitische Belange zu besprechen. Mit dem Zerfall der Monarchie und beiden Weltkriegen verblasste der Glanz und Ischl erfand sich als Bildungs-, Gesundheits- und Tourismusstadt neu. Heute trägt es viele Gesichter, nicht mehr nur die ehemalige Sommerresidenz Kaiser Franz Joseph I. oder das Solewasser in der Heiltherme; heute ist Bad Ischl eine Schulstadt mit knapp dreitausend Schülern, Schauplatz für ein reichhaltiges Brauchtums- und Kulturprogramm und ausgestattet mit einer langjährigen erfolgreichen touristischen Tradition. Diese Punkte sprechen für "Bad Ischl für das Salzkammergut" als exemple par excellence für die europäische Kulturhauptstadt 2024, welche Österreich nach 2003 und 2009 wieder stellen wird. Ischl soll dabei als Bannerstadt für das gesamte touristische Salzkammergut auftreten und dessen Werte und Ideale hochhalten. Mit dieser Arbeit möchte ich einen möglichen Weg für Ischl und das Salzkammergut zur Kulturhauptstadt 2024 aufzeigen. Die Kultur soll hierbei als Bindeglied zwischen den unterschiedlichen "Dorfkulturen" fungieren und Vorurteile und Gräben überwinden. Es sollen Orte für eine aktive kulturelle Auseinandersetzung - quer durch alle Gesellschaftsschichten - geschaffen werden. Durch diesen Gedanken soll auch das Miteinander sowie das Verständnis für die Region gestärkt werden - unabhängig vom Tourismus. Ein besonderes Augenmerk soll dabei auf die Jugend gelegt werden, um sie bereits früh mit einem breiten Kulturverständnis zu konfrontieren.

The Salzkammergut is often referred to by outsiders as the tenth province of Austria. Originally a personal property of the Habsburg family, it is nowadays a region that thrives on its rich culture and history, which has been written by great names, but also by its very unique inhabitants. Formerly known as the main exporter of table salt, the residents experienced a structural change from secondary to tertiary sector which started about 150 years ago. The Sommerfrische in the Salzkammergut became the epitome of feudal summer activities and formed the basis for a branch of industry that is still today regarded as one of the region's most important driving forces. These experiences are to be channelled into a successful performance as the European Capital of Culture. This title has been awarded for more than 30 years to cities that use culture to renew the image of the city, to spread the European idea and to establish sustainable concepts among the population. In order to be able to call itself the European Capital of Culture for one year, however, it takes the will of a city or region to turn its innermost self inside out and to carry its heart on its sleeve. Bad Ischl, the centre of the inner Salzkammergut, was already a cultural capital when the mere thought of a united Europe seemed far away. Every year, the world's elite commuted to the small town at the foot of the Alps for a summer retreat to discuss geopolitical issues. With the collapse of the monarchy and the two world wars, the splendour faded and Ischl reinvented itself as a city of education, health and tourism. Today it has many faces, not only the former summer residence of Emperor Franz Joseph I. or the brine water spa; today Bad Ischl is a school town with almost three thousand pupils, the scene for a rich tradition and cultural calendar and equipped with a longstanding successful tourist tradition. These points speak in favour of "Bad Ischl for the Salzkammergut" as an exemple par excellence for the European Capital of Culture 2024, which Austria will again be hosting after 2003 and 2009. Ischl is to act as a banner city for the entire tourist region of the Salzkammergut and uphold its values and ideals. With this thesis, I would like to point out a possible route for Ischl and the Salzkammergut to the European Capital of Culture 2024. Culture should act as a link between cultures and overcome prejudices and barriers. Places for an active cultural debate - across all classes - are to be established and these are to carry the idea of rapprochement and thus establish a new understanding of tourism. Special attention is to be paid to the youth in order to confront them with a broad understanding of culture at an early age.
