The dying of town centers, urban sprawl, demographic change and the migration from rural areas are developments that can be seen as opportunities to stimulate the activation of town centers. This thesis looks into these developments and its opportunities for a municipality in Upper Austria.As an introduction to this topic, an overview is given on how places have changed from yesterday to today and how they could look tomorrow. Best practice examples show what can be achieved. Based on these models, various suggestions were developed that represent opportunities and possibility that the Upper Austrian community could leverage to activate their town center. Ideally, this creates an awareness that strengthens the town center and increases the attractiveness of the place.For this thesis the parish of St. Willibald was chosen. It is located in Upper Austria in the Schärding district. St. Willibald has an inanimate, unattractive town center, lots of parking spaces, few meeting points for residents, and is also affected by demographic change and urban sprawl.New impulses developed in the course of this work are intended to activate the town center and reanimate it for the residents of St. Willibald. Instead of building a new one, the existing substance should be used as a resource. The main focus of this work is on the design of the public space and the repurposing of the existing buildings.

Das Aussterben der Ortskerne, die Zersiedelung, der demografische Wandel und die Abwanderung vom ländlichen Raum habe ich zum Anlass genommen, um im Zuge dieser Masterarbeit eine Aktivierung des Ortskerns einer Gemeinde in Oberösterreich anzuregen. Als Einstieg in diese Thematik erfolgt eine Übersicht, wie sich Ortschaften von gestern auf heute verändert haben und sie morgen aussehen könnten. Best-Practice-Beispiele zeigen auf, was realisierbar ist. Anhand dieser Modelle möchte ich Vorschläge einbringen und so der Gemeinde verschiedene Möglichkeiten präsentieren. Damit wird bestenfalls ein Bewusstsein geschaffen, das eine Stärkung des Ortskerns die Attraktivität des Ortes erhöht. Für die vorliegende Arbeit habe ich die Gemeinde St. Willibald ausgewählt. Sie liegt in Oberösterreich im Bezirk Schärding. St. Willibald hat einen unbelebten unattraktiven Ortskern, viele Parkplatzflächen, und wenige Treffpunkte für die Bewohner. Außerdem ist die Gemeinde vom demografischen Wandel und der Zersiedelung betroffen. Neue, im Zuge dieser Arbeit entwickelte Impulse, sollen den Ortskern aktivieren und Leben für die Einwohner von St. Willibald in den Ortskern bringen. Anstatt neu zu bauen, wird die vorhandene Substanz als Ressource genutzt. Das Hauptaugenmerk liegt auf der Gestaltung des öffentlichen Raumes und der Umgang mit dem Bestand.
